Role Description: We are seeking a skilled Business Analyst to support the Office of Children, Youth, and Families (OCYF) during its transition to a new statewide Child Welfare Case Management System (CW CM). The BA will play a critical role in ensuring data quality, compliance, and system readiness while supporting ongoing operations of current IT systems.

 

You’ll be responsible for (Responsibilities):

  1. Collaborate with stakeholders to gather and document business, functional, and user requirements.
  2. Develop and execute test plans, user acceptance testing (UAT), and track system defects.
  3. Ensure compliance with federal and state reporting requirements.
  4. Manage data quality initiatives, including clean-up, conversion, and reporting processes.
  5. Support IT grants and budget reviews, including submissions and revisions.
  6. Facilitate meetings, workgroups, and presentations for stakeholders.
  7. Use tools like Microsoft Office Suite, TFS, Azure, and ServiceNow for documentation, reporting, and tracking.
  8. Communicate effectively with stakeholders, including the 67 County Children and Youth Agencies (CCYAs).
  9. Provide regular status updates, manage priorities, and address issues proactively.
  10. Assist in system design, configuration, and deployment activities.

Qualifications

    • Experience:
      • Minimum 7 years of experience in business analysis, including developing IT system requirements.
      • Knowledge of Software Development Lifecycle (SDLC) with a focus on UAT.
      • Highly Desirable: 2+ years of experience in Child Welfare or Human Services.
    • Skills:
      • Strong written and verbal communication skills.
      • Proficiency in Microsoft Office Suite, TFS, Azure, and ServiceNow.
      • Excellent interpersonal skills and ability to collaborate with diverse groups.
    • Certifications:
      • Highly Desirable: IIBA Certification.
    • Education: Bachelor’s degree in a relevant field preferred.
